ive got a banner called ads by google. I know there are HTML scripts out there which can stop these ads from appearing.

I'm assuming it's your own website?
If it's a free hosting site, that may be one of the terms of use, in that the hosting company place Gogle Ads on your pages, this is a way of monetising the free aspect of your site.
I'm guessing that there is no way of deleting the ads, and if there were you would probably be breaking your terms of use.
If it's a paid for hosting site and you've built it yourself, for the ads to be there, whoever built the site must have inserted the code that displays the ads.
To display Adsense ads on a site you have to have joined Adsense in the first place, they can't just appear.
So my first option would seem to be the correct one.
