Whilst GE did send their "final response" I seem to have got around that by using the phrase "I do not accept your final response" in the first sentence of my subsequent letter.
You can also file a new complaint about the way they dealt with your PPI claim. Because they now have to work to FOS guidelines and your fresh complaint is about something they've done recently, you can complain to the FOS if you're not happy
I have had some good help from people on here when it comes to letter writing, any most recently from the legal man at work. However GE seem to be a hard nut to crack.
At some point they will probably tell you to complain to the FLA - But no one here has had any success going down that route and it's hardly a surprise - the FLA is a trade association operated by the banks. They even run courses on how to "deal with" PPI claims.0 -

Good heads up about the FLA, that looks like a waste of time to go down that route as it doesn't look like it has any impartiality if its organising courses for the banks on how to 'deal with' PPI claims !!0 -
