Broadband Downstream Issue

well, I have been on BT Broadband Max for nearly a month now and I am using the BT2091 Voyager ADSL wireless modem. The max that I can get is 3.5mb but when I go onto the router status, the downstream is hovering around 2.5 but when I do a speedtest on the pc, the downstream is only coming in at around 1mb.
Can I do anything to improve the downstream?
