You can get some fantastic slings, keep the tiny one close and let the toddler ride in the buggy. Easy peasy :)

My eldest was 21 mths when I had my 2nd and definately needed a double buggy - we chose the phil and teds and loved it, it was quite rare when we bought it and we used to get loads of looks and comments (and people not realised we had the baby with us as she was out of sight in the cocoon).
As I didn't drive we used to walk lots - to the supermarket/doctors etc and I couldn;t have managed without a double buggy - think it depends how much walking you need to do.

I was talking to someone who was looking for a double buggy and was talking to some one with a phil and teds who said she didnt like it because she kept kicking the back when she walked. Not exactly first hand advice so I dont know how true it is :D She went for the double xt in the end, and seems happy with her choice.

By the time dd1 was 2 and 9 months she no longer had a buggy, but it depends on a lot of things. I would wait until closer to the time and see what they are like walking then, because at that age even a couple of weeks can make a big difference in their behaviour. But I cant imagine you will be using a double buggy for long so I wouldn't spend too much.
