Boiler dying or just the cold?

For the last week (ever since the cold snap began) we have been having trouble with our boiler.
When ever we turn on the hot taps (our boiler only provides hot water) the boiler goes out.
Once the boiler is relit, we then have to turn the water temperature down to minimum, turn on the hot tap, and then turn the boiler temperature back up to where it was.
If we do not turn the temperature to minimum, the boiler goes out again when the tap is turned on.
Is this a symptom of a dying boiler or is it just the extremely cold weather we are having at the moment?

Boilers run a fan for fumes extraction. Fans are mounted up high near the outside. Has it frozen up?0

it could be the water govenenor sticking or even the diaphragm..
proberly the diaphragm part number 634X British Gas engineer and X BG sales adviser.
