Architects / project management fees for 2 storey extension

I am looking to have a 2 storey side and rear extension - about 40m2 footprint in Hertfordshire - build cost in the 100-150k bracket likely.
Does anyone have any idea what a reasonable level of architects and project management fees should be - I have been quoted about 2k for plans to planning approval, another 2k for plans to building regs approval and then 10% project management to cover tendering and management of build.
Anyone any thoughts on whether this sounds reasonable?
