I've just sold a ticket to somebody via Paypal for an afternoon show. She has paid but wanted the evening show.
How can I refund and relist item without incurring fees?

Simple.
File a non paying bidder alert(or whatever it is called these days).
enter the item number and It will ask what is your reason for doing this. on the drop down menus, you have the option to say "both parties mutually agreed to not complete the transaction."
you get an e-mail and they get an e-mail, if they reply this is correct, you get your final value fees back automatically.
In your sold item list, bring up the item again, you can relist the item again with the "relist" option at the top left of the page. There is another place to relist as well, but cant remember where it is offhand.
You will have to pay the listing fees though :-/
and you wont get your original listing fees back :-/If only everything in life was as reliable...AS ME !!

Thanks, what about refunding fees already paid via Paypal or is this done automatically as part of the process above0

If you goto paypal and look up the info of the transaction, click on details, towards the bottom of the page there is an option to refund the payment.
;D
says this :
Refund Information: If you need to refund this payment to the sender for any reason, click Refund Payment. The 'Refund Payment' option is only available for 60 day after the payment was sent.
