May well just be a marketing call, many used 0800 number footprints so that you can call back free to get your details removed.

however be weary that you don’t get drawn into revealing to many details just in case it is a DCA.

have you tried ringing the number ?

You can withhold from BT too - dial 141 before the number ;)

For what it's worth - 08004049316 is a number used by HSBC, usually from their overseas call centres. Did you hear news about their call centre in Delhi? Another suspicious number (possibly mbna/capital1) is 0800 7838422.
Worth remembering that calls to 0800 numbers, from a mobile, are not always free and can attract premium rate charges.

Also trying to withhold your number to an 0800 doesn't work (i'm almost certain).

You could try using a VOIP (Skype) phone, costs about £20, calls to 0800 numbers are free (also very cheap to other numbers). other number can not recognise your number - even if they do, you can block their number. all you need is internet connection - broadband best.

I Assume that the collection agencies directly at the bank so HSBC, Capital One etc.

Most of legitimate DCA'S such as moorcroft, Wescot, J B Debt recovery and the DCA I work for all operate on local rate numbers so that we can act under OFT guidelines (Not calling from premium rate numbers) if a DCA located in England is trying to get you to call back on a premium rate number or national rate then best thing to do is contact OFT or CAB and get their advice as it is unfair to use premium rate numbers for people who cant afford it
