I paid a scammer using paypal help?

hi, is there anything i can do to get my 150usd (US Dollars) back. i paid a guy from whom i was buying items and then he said he will give me a tracking number the day after. The next day when he never sent the tracking number i emailed him and he lied saying his paypal account froze or something like that and wanted me to pay again and so i knew he was a fraudster so i opened a claim in paypal. however when i emailed him saying i will call the police he replied saying no dont call the police call paypal. i think he wants me to just tell paypal becuase i think he is planning to empty his paypal account so i would not get any money via paypal's buyer purchase protection, as they say they can only reimburse the amount they can claim back from the seller's account.

Paypal are allowing him to respond before 12/01/2010 and if he doesnt and his paypal account is deleted paypal may not refund me the money and so i was thinking can i call my bank or do i have to call the police and do a visa debit card chargeback. and also will a chargeback work, becuase i had £15 in my paypal account and the rest came from my debit card and so will i get back my £95 something back that i paid (paypal converted the 150 us dollars into pounds)

is there anything else that i can do to get my money back.

Let Paypal deal with it - if you have followed the rules there is a good chance you will get your money back.
