Does anyone know how much it will cost to register this through the courts. I've been scouring the internet without luck.
Also once in place would it prevent someone taking advantage of someone with dementia? ie marrying them to take their home/money.

You don't register it through the courts, you register it at the Office of the Public Guardian http://www.publicguardian.gov.uk/. The fee is £120.
I doubt it would stop anyone marrying them but I would have thought it should enable the Attorney to control the funds and property of the Donor. I'm uncertain right now what would happen to those funds and property should the Donor predecease the Undesirable One.0 -

You could stop the marriage if you knew it was happening by making an objection - if banns are read in church, that's what the 'If anyone knows any just cause' bit is all about, and if you're not marrying in a church where banns are read then obtaining the licence causes a notification to be given of upcoming weddings and there must be a way to object to that too.
Also you can object during the ceremony, the officiant HAS to stop and make an enquiry. Obviously preferable NOT to leave it that late, a la Mr Rochester in Jane Eyre, but that can still be done!
