Credit limits

Hi all, a while ago I lowered my credit card limits because lowering them meant I couldn't spend so much without thinking! (I had a rather nasty habit of using them for emergencies that aren't emergencies!!)
Problem is, I think it has damaged my credit rating - I didn't realise that the percentage of credit that is available compared to how much is being used was part of how they work it!!
I want to raise a limit on one card so that I can do I balance transfer but none of my cards will let me now and all I can think is that it is because I am already using a high percentage of my credit already.
Does anyone know how I can get a limit raised to enable me to do a balance transfer?
Hope that all makes sense - i'm very tired so not really forming logical sentences at the moment!!
