And what do you mean by "hence the escalation"? Why would pirates escalate their action in response to being harshly punished? It's not a war with two sides, its pirates vs any vulnerable ship of any nationality they think will get them a good ransom, so there is no logical revenge motive. Logic dictates that when the profit diminishes and the dangers become severe, it is no longer worth being a pirate.

If a ransom is not paid the ship/cargo would be stripped & sold to the highest bidder. Piracy would continue.
