How much should I offer?!

OK, I know this is a really hard question to answer! I like a house priced at £225k which includes a shop & 3 storey additional building designated as commercial property. It's been empty since 2007 (due to probate, I think) & on the market since May 2009. It sold once but the sale fell through & it's been on the market since October again. The area is generally doing OK with some price reductions on other houses. Other houses on the same street are selling for much more (£275 - £375k) but are very different.

So, what should I offer? The estate agent stressed several times that the vendors will accept an offer & I hope I could get the house for £200k. So do I offer £190k to open negotiations?

Can I ask the agent to let me know of any other interest in the house? And buy a bit more time to research mortgages, etc.?
