    Hi there

    I am a little confused so hope I haven't missed anything but if your friend has found a property to move into, HB can be paid on the basis of a nil income whilst the outcome of JSA is awaited. We are currently being told that there is no JSA backlog in our area but people are waiting 5-6 weeks for JSA to be sorted.

    We just assess the claim either on a nil income, or notional JSA income and get the HB sorted.

    Not sure where the 10 weeks comes into it, for JSA or Hb but HB regs state that we have to make a payment on account after 14 days if the customer has provided everything that they can. Often where there is backlog in certain LA's however, the oldest claims are done first so it could take a while to assess. We then run payment runs every 2 weeks and an immediate one once a week so he could look to get a payment very soon but it does depend on the LA.
    I currently manage a Housing Benefit service and have been working in Housing / council tax benefit (as was) since 2001.

    Is evidence required to prove 'nil income'? E.g. a bank statement?

    Yep. we accept bank statements as evidence of nil income but also ask for things like letters from friends or charity's supporting you.

    Nil incomes are only used for short periods of time however
    I currently manage a Housing Benefit service and have been working in Housing / council tax benefit (as was) since 2001.
