Can't get credit card and don't know why?

I have no idea why I can't get credit card or even open a current account. (I have cash card account)
I have been checking my credit file online through experian and the only active account there is my bank account.
I have been living in my current address for one year and I have lived in the previous one for three years.
I checked all records for ccj's online and I have no ccj's. I earn three times the average London salary.
I can't be on electoral register as I am citizen of a non-EU country so I wrote the credit reference agencies and they put a note on my file.
When I went to upgrade my cash card account, I got rejected by a man who said "computer says no" but even he was shocked as I maintain my account very well.
So no idea what to do!!

Could you maybe try and get a contract? That would add some history and then after 4-6 months maybe re-apply for a cc?
