Stained and varnished dado rail ?

My dado rail is stained brown and varnished, in dark brown, (ronseal)
now want to re do it in cream, do I have to strip it all off first,????

sand the varnish off. get some easy surface preparation (ESP) paint, give it a coat of this first and then finish off with whatever colour you desire0
