Thermostatic valve not shutting off

My parents have had a thermostatic valve fitted to a radiator that does not appear to shut off as expected. Even when turned down to 0 the radiator is piping hot with the room at 22-25C (why I was questioning if it was working right).
It's installed in the incoming feed of the radiator (gravity fed system), and I took the top off & checked the centre pin moves freely. Is there anything else that can be checked on this, or is it likely it is just faulty?
As this was recently installed (during some kitchen plumbing work), any replacement etc would involve them getting the plumber back in which would most likely not be a priority job.

How do you know its installed on the feed?
If it is its likely to be faulty of incorrectly installed. Unless the house is freezing..Not Again0 -

Its the TRV then.
Could be the head not attaching to the body properly or the wrong head altogether or the a missing part in the enclosed valve itself.
By the way... What room is it installed in? Is it the same room as the thermostat?Not Again0 -

Have all the rads in the house got a TRV fitted now?

The valve is on 1 of 2 radiators in a long living room.
The main thermostat is in the hall, just outside the living room door.
Only a handfull of the radiators have them in the house & this valve is a new addition a couple of weeks ago.
Yesterday when I was looking at it, the head was a little loose but I made sure that was put back on tight before testing it again.
Thanks for your help, by the sounds though it's looking like it isn't the easy options & it is going to need them to get the plumber back in.0 -

If it's the same type of valve and head as the others try swapping another head onto it. If it still doesn't work just buy a replacement. For the swap test it needs to be the same - they are not all compatible.Thanks for your help, by the sounds though it's looking like it isn't the easy options & it is going to need them to get the plumber back in.
