Call 0300 number (DVLA)

Are the 0300 numbers considered as 01, 02 numbers?
Want to call DVLA and the 44 (0)1792 786 369 doesn't work.
On the UK CallChecker from this site, the 03 numbers don't come to any category.....
What is the best way to call the number?
Thank you.

Just call the 0300 number. The 03 numbers are charged at no more than a geographical call, and calls come from inclusive minutes where applicable. This applies to all landline and mobile providers.

See page from Ofcom, the regulator:

Bizarre that a telecoms regulator complicates things even more for consumers with 03-.

My O2 contract does list is as the same as 01 and 02.

I'm not sure what you're getting at. 03 follows 01 and 02, hence 01, 02 and 03 numbers are part of inclusive packages. Seems quite simple.
