Renewing photo card driving licence, a quick question

Does anyone know if your have to renew your photo card by the date when it expires if you're not driving at the moment? Let me explain, my brother's photocard part of his licence expires on Jan 17th, at the moment he doesn't have a car so is not driving, and will be moving in the next couple of months, so doesn't want to renew his card, can't really spare the £20 it costs either. He thought he'd wait until he is sure of his new address and do it all at the same time. Is that possible?

Only the photo needs to be renewed. Change of address is free, even at different time to photo renewal.This is an open forum, anyone can post and I just did !0

I can't see anything on the DVLC website that says you can't renew your photo once it's expired - as long as you don't drive in the interim of course. The licence itself is normally valid until you are 70.0
