Internet Usage Wifi 3G query

Hi chaps, sorry if this has been asked before, but I am in a little bit of a hurry.

With a Wifi mobile phone, when you're browsing the Internet in a Wifi hotspot, the browsing is obviously free. What happens if the Wifi stops (say the cleaning lady accidentally unplugged the wireless router)? Would it automatically switch to 3G (and therefore leave you using your allowance or incurring a charge) or would it stop working?

Can 3G browsing be disabled? I am thinking that the cost of 3G browsing whilst abroad would be sky high and would therefore like to have a Wifi Only option.
