I would say that the police are reasonably expected to check the person has insurance before seizing the vehicle, this can be carrying your insurance cert & policy book with you to show them or if you don't have those, They can check the database that you do have an insurance policy on a car (you give them registration) if that is comprehensive cover they can then reasonably assume you will have DOC cover. If they want more detailed information they would have to phone your current insurer to check your DOC cover details, if insurance lines are open & they get this confirmed they can't seize.
I think that there is zero chance that you would get the police to phone up your insurance company to check if you were covered by a DOC, if you did not have the certificate on you. They would seize the car, as they would have "a reasonable belief it was not insured" i.e. it was not on the insurer's database and you couldn't produce something to prove otherwise.
There have been cases of people having their cars seized, even when they have been insured. These have been when the insurers have been slow putting the policy on the database and the driver didn't have their certificate on them.0 -

They cannot seize it unless they can be reasonably sure you are not insured to drive it. If you tell them (if you don't tell them they will ask you) you have your own comprehensive insurance they can easily check that on their own computer.
Once you have told them or they ask you if you have your own insurance and you say yes, they have a duty to check that out, they cannot seize it without checking out your story. To do so would be unreasonable.
