Bathroom Ventilation Regulations

I'm looking for some advice re the regulations governing ventilation in bathrooms.
We currently rent our house from the local authority who have recently carried out a major refurbishment program. This included the bathroom being renovated and the fitting of a shower above the bath.
Prior to starting the work the council stated (in their own leaflets) that they would be fitting extractor fans in the bathrooms. The contractors carrrying out the work are now saying that they aren't going to fit one in our house as we already have some kind of ceiling extraction unit fitted above the upstairs landing.
I fail to see how this will help prevent condensation in the bathroom as when the shower is in use, the bathroom door will naturally be closed. I am very concerned as my son suffers from asthma and mould growth caused by poor ventilation is one of the major triggers of asthma attacks.
Can anyone help me by clarifying what the building regulations have to say about this?
