Outlook express turning off when an email is sent

Just had a few days over Christmas with the inlaws, I spent some time cleaning up their computer while I was there as it never gets done.
As I was leaving for home this morning they informed me that they were having problems with Outlook Express, when they send an email it then turns off Outlook Express.
It has been happening for a few weeks, ever since unknown to them Google/they somehow downloaded Microsoft outlook.
Microsoft Outlook can send out emails to my email address but does not receive and their contacts are not all there.
I could do with sorting this out for them, the options are:
Use Outlook Express, but need to sort out why it turns off after sending an email.
Sort out why Microsoft outlook can't receive emails (I thought you had to pay for this with Office anyway).
Can I explain to them over the phone what to do?
They are with Tiscali, do they need to contact them?

I'm back home, but I think it just shut down OE back to the desk top, no pop ups etc. that I remember.no debts0
