The whole bloke is owned by the same landlord. There is no caretaker only a cleaner and unfourtuntly even that doesnt help because they employed my friend as the cleaner obviously if she had anymore details she would use them! 
Tbh this is the most recent thing in a long line of incidents they have had with the landlord, from him not doing repairs at all, threatening illegal eviction (when her DH lost his job 2 weeks before xmas he claimed JSA and LHA contacted the LA and explained the situation immediately) he then started turning up at the property unannounced ringing mobile and house phones constantly etc!
Due to this i think her main concern is they are not going to sort it out correctly and she is going to be left waiting for ages with her family separated.
Your friend could pay £4 to download the land registry entry, this will have an address for the owner which might be up to date.
In terms of enforcing repairs, she must detail the problems in writing by recorded delivery. The private lettings officer and Environmental Health can help out if he is awkward, but it really sounds like she might be best to be released from this tenancy by mutual agreement on the grounds the flat is uninhabitable (if indeed it is).
I hope your friend has been declaring the additional income from cleaning to the inland revenue and benefits agencies, if the repairs go to the council to enforce she might find 'someone' has reported her for benefit fraud or tax evasion. :eek:Declutterbug-in-progress.⭐️⭐️⭐️ ⭐️⭐️0 -

and just how is this flood the LL's fault ??
Clutton i wasnt aware i was blaming the flood on the landlord
I was talking more about the lack of contact details in the case of an emergency 
Thanks FF i will pass that on to her, i didnt think of that myself! I also didnt think about the benefits side of it neither :eek: will mention that to her also not sure how she was being paid for it or if it was a reduction in rent or whatever but still its something she needs to consider!

just shows how inequitable LL&T legislation has become - tenant floods and destroys flat causing hundreds if not thousands of pounds worth of damage - and LL is expected to pick up the bill and probably be asked to re-house tenant as flat is "uninhabitable"......0 -

Thank you, as i stated previously as far as im aware the heating was left on with the timer which is how she has it when they are in the property anyway, so chances are it could well have happened whilst she was there too.
Tbh i dont know a great deal about the LL&T legislation and the little that i do know is from reading these boards and i have learnt a lot however at times i do need to ask questions
Dont get me wrong i feel for the landlord as it obviously isnt his fault but as im sure you can understand i feel sorry for my friend also well no more so the kids who have lost all their xmas presents, their stupid parents didnt think to have insurance :mad: 0 -

Not quite that cold but there has been thick ice on the ground for well over a week now which is refusing to clear to the extent i have been unable to leave the house thanks to it!
My heating has been on a low heat 24 hours a day!0 -

extremely unlikely - if you live in a property you create heat, you cook, you have TVx, computers on - all of which create heat.
if she was walking around inside her house with icicles from her nose then - yes - it might happen as pipes only burst when their contents have frozen and have expanded0
