Post Office phone line

My in-laws need a phone line but weren't happy with BT as their line was fuzzy and BT told them they'd have to pay to fix it so they cancelled their long-term contract with them.
They need a phone line now but they do not live in a Fibre Optic area and so cannot receive services via Virgin either.
Can they get a Post Office phone line even though they do not currently have an 'active' phone line? By this, I mean do they have to have a BT line or will the PO install a line for them or activate the existing line that BT originally put there?

If the fault is on their own internal wiring or equipment, then reactivating the existing line or connecting a new line to the existing extensions will result in exactly the same problem. Why not just get the fault fixed independently? By far the cheapest option.No free lunch, and no free laptop0
