Yes, you'd have to offer the discount unofficially for cash. The additional fees paid would be a cost of reducing the risk, a tradeoff which the OP would have to evaluate as to whether or not it's worth it.
It isn't genuine buyers though that we need to be afraid of, it is scammers. What scammer is going to pay in cash however good the discount. There are scammers who trawl the listings for collection only items, then they pay by paypal and the seller either has to take the risk or refund the money and lose their FVFs.

Why not try selling them on Gumtree and accepting cash on collection only?0

To get the refund, the scammer has to pay by paypal, but collect in person. As far as I understand the current evolution of the scenario, the price would include tracked carriage. So, if the buyer pays via paypal, they get the item sent to them by a tracked method, and there is at least some protection. If the scammer pays by paypal, then asks to collect the item, the scammer is told no, that it will be dispatched to his or her address as per paypal.0 -

You've missed the point the OP wants collection so it would have to be listed as such, so brings back the original problem. If its not listed as collection I very much doubt many people will bid asking for collection.
The only way to insure 100% people don't use paypal for a collection item is not to list them. Or sell them somewhere else. If you try any other method of discouraging paypal you open yourself being reported or your listing removed.0 -

No, I didn't miss the point. It is impossible, as was obvious early on, for the OP to protect him or herself from scammers with straight cash on collection. So, we're looking for alternatives that do offer protection, but will be clearly be different from straight cash on collection.The only way to insure 100% people don't use paypal for a collection item is not to list them.
