£17 Delivery charge for "free" windows7 upgrade?

I bought a Samsung laptop in October from an online shop - came with windows vista, seller advertised "free" windows 7 upgrade on their website. Upon attempting registration with Samsung for my upgrade (had to wait till Dec to do so), the terms and conditions at sign-up state that there may be a charge to cover delivery. Surprised, but proceeded - only to find that at checkout, I am charged with £17. I have not completed the registration because I found that rather cheeky. Is it my fault for not checking with the seller? Could I do something about this? I might as well have waited to buy!

Any help would be much appreciated :)

    Samsung are levying the charge,like nearly all the companies have with the W7 upgrade program
    its not the retailer,it would be in the T&C's of the upgrade offer

    There have been a lot of threads about this. Technically, the upgrade disk is free... but theyre charging for the act of providing it.

    I don't agree wit it and find anything above £3 hard to justify, but there's not a lot you can do about it.

    Well they make that pretty clear eh (now). Fulfillment overhead indeed...

    I guess it's either £17 or Linux!
