The great cheapest printer hunt (whole life costs)

I've seen the cheapest laptop thread but I have been asked (by my mum) to find a printer that doesn't cost a fortune in ink.
The key requirements are:
1. Cheapest colour ink (not refill kits)
2. Wireless
It can cost up to £100 or thereabouts and it would be desirable if it had a scanner built in. I might buy one for myself as well.

Epson SX range have cheap non-genuine cartridges. Also look into a continuous ink system (tanks that replace the cartridges) as this is THE cheapest way to run a printer.0
