Building over a drain/sewer inspection chamber

    Does the blockage occur upstream or downstream of the chamber? If its downstream and backs up into the chamber then its not necessarily just their "output" doing it and not necessarily their fault unless they are putting things down the toilet which they should not.

    It may be that a section of the drain has dropped causing an obstruction on which things which should not be put down the toilet (but someone does somewhere) catch. It builds up from there.

    It would be useful for you to draw a "map" of the drainage system to establish exactly what is classified as public sewer and what is private. All connections must join at a chamber / manhole. It should be fairly easy to do but needs cooperation of your neighbours. You can check which branches are fed from which houses by getting people flushing loos individually and looking down all the manholes to see where they come out.
