Downstairs flat gas flue location. What are the regs?

A friend of mine lives in a first floor flat.
His downstairs neighbours have installed a gas boiler in their kitchen. The flue comes out of the wall next to their kitchen window. The flats have an identical layout, so it's below his kitchen window and slightly to one side. He said that the steam from it was billowing in through his window.
What are the regulations regarding siting of flues? I suggested that it could have a vertical portion added so it exits higher up the wall.

Council environmental health department maybe?
In very cold weather the flue gases (mostly steam) are very noticeable. In warmer weather you don't see the extent of it.0 -

Gas work has to be done by a gas safe person. If you think the work wasn't - then give them a call.0 -
Maybe it would benefit from a plume management kit..specifically for the make of installed boiler.Feudal Britain needs land reform. 70% of the land is "owned" by 1 % of the population and at least 50% is unregistered (inherited by landed gentry). Thats why your slave box costs so much..0
