Swimming Pool Contamination H&S Issue?

I hope this is the right area for the topic, but wanted some clarification for peace of mind.

Went to local leisure centre and to my disgust found excrement at the bottom of pool and sticking to a tile. Told the lifeguard who told me will inform manager and told me not to worry as they would clean the pool that evening!!
A week later went back swimming and low and behold poo was STILL on the tile!!
Spoke to Manager who said that he didnt know anything about it as he had been on holiday and to leave it to him. Was not really interested as he didnt ask me any questions.

Contacted the Borough H&S who logged my complaint and gave me a case number and told me that they would pass it to Environmental Agecny. A day later i received a voicemail message (from the council) to say that they acknowledge receipt of my complaint but they were going to pass this to the Leisure Centre Manager to deal with!!!!

I dont understand why they dont want to be involved???? It is a H&S matter and they should investigate it themselves not pass it on surely????:confused:
I am incensed that they left excrement on the side of the pool for such along time and neglected guests welfare!!!

Opinions / H&S facts please, I cant believe this....

    How can anyone miss a log at the bottom of a pool? :confused:

    Having given the Council an opportunity to respond, I would now be contacting the the HSE and Environmental Health with some form of evidence. I'd also contact the local papers, and copying in the the Leisure Centre Manager. My brain isn't fulling engaged at the moment, however I would have thought that this is a breach of HASWA 1974, and as such the council owe the users of the facilities a duty of care, which they are breaching.

    Are you sure it was a turd?

    Firstly how exactly do you know its excrement?
    Secondly how do you know its the same excrement?

    Maybe some overexcited children in both days....

    This is actually quite serious the local leisure centre here was closed for weeks as a handful of people contracted crypto sporidium (sp?) from excrement in the bottom of the pool.

    Not as efficient as disney world. When I was on holiday there, we spotted a child's deposit and notified life guards. They closed the pool immediately for "unscheduled maintenance" fished it out, disposed of it and gave the pool a good dose of chlorine. I think it was closed for about an hour, but they sorted it out as fast as possible.

    It was quite amusing hearing parents trying to explain why the pool was closed, though. One somehow ended up getting her son to think a radioactive alien egg had been dropped in the pool.
