NHB1A changeOFaddress form problmURGENT HELP PLEASE

CAN SOMEONE PLEASE HELP TODAY PLEASE.
Hi im writing on behalf of a relative who suffers from social anxiety- he recently received the above form NHB1A form which states it is a change of address form. with a following letter saying 'we have been informed that you have recently changed address please fill in the following forms etc etc'
He HAS NOT changed address.( The person in question LAST moved in June the previous year 2008) and yet they are demanding he fills in a income support form which says please enter new address and enter new details blah blah blah. form we have tried calling the relevant people to explain he cannot fill in details which do not apply yet they are demanding he does so.
*** the reason this letter has been sent is because evidentialy he had a cold weather payment cheque sent BACK IN JUNE. i.e not delivered. I find this strange We know how the system works and are worried if he fills in a change of address form it may possibly cause 'administration delay' in payment because of they way the system works. Often when people DO change address their is lots of RED TAPE which takes ages to mess up. It would be ironic if this happens to someone who has not changed address. They are saying that if he does not fill the form in his money will be stopped. they are blatantly asking him to fill in a form which is NOT TRUE. Along with that form they also sent a HCTB1 form

You do seem to be panicking about nothing.
Complete the form, and send back with a letter explaining that he has not moved recently, and detailing when he moved and when/ how he advised the DWP of the change.Gone ... or have I?0
