Temporary Admission procedures

I am not sure if it's the right place for me to ask my question here, but I would really appreciate if you could give me some hints regarding Temporary Admission procedures:

I am buying a camera from ebay united states for my brother who is residing /a citizen in South Africa, will be visiting me in March and taking the camera with him when he leaves.

So my question is:
It's clear my case is temporary admission, but could you tell me a bit more about procedures, such as

- whether any proof from US seller is needed?

- any documents I/he need(s) to provide at the airport when he leaves (is it similar to returning VAT on goods bought in the UK?)?

    When dealing with the CSA its important to note that it is commonly accepted as unfit for purpose, and by default this also means the staff are unfit for purpose.
  • You are trying to avoid VAT and other import taxes, right?

    Since you are buying something and importing it into the UK, I would guess you would have to pay tax. If you sell it to someone who leaves the country, that wouldn't make any difference. The VAT exemptions for foreign tourists are to help VAT registered UK businesses compete with Dubai, etc. If your brother went down to Jessops, he might get the VAT back.

    However I don't really know anything about this. I'm just trying to be logical.
