Prevention of Gas Board Monopoly

Just a quick question was reading BG intranet tonight about the history ect ect.

I was looking at gas prices and noticed standalone gas prices are far from cheap and asked a colleague about it.

He stated due to regulation British Gas is not allowed to be cheapest for gas alone but can be for Dual Fuel.

1) Is this true ?

2) Does that mean regional electricity supliers e.g. SP EON EDF. Have to be more expensive than BG for electricity unless in a dual fuel format.
