OPC Ltd . Is this legal ??

Can anyone give me some advice please.
I have today, 22/12/2009 recieved in the post a letter from Observices Parking Consultancy Limited.
It is saying that they have levied a private parking ticket for £100 (50% reduction if payed within 14days ) for parking over the stated time of 2 hours in a retail park, over 3 MONTHS AGO !!
They say they have photographic evidence !!
Should they not have issued this at the time??
This is the first I have known about this.
Is this genuine ?? Is it legal ? Not quite sure what to do?

Read any of the 10,000 other threads about Private Parking Companies on here, and you'll soon realise this is a scam.Is this genuine ?? Is it legal ? Not quite sure what to do?
Don't contact them, don't respond to their threatening letters, and they'll stop writing to you and threaten some other mug.
Above all, don't pay them a penny.
I have been providing assistance, including Lay Representation at Court hearings (current score: won 57, lost 14), to defendants in parking cases for over 5 years. I have an LLB (Hons) degree, and have a Graduate Diploma in Civil Litigation from CILEx. However, any advice given on these forums by me is NOT formal legal advice, and I accept no liability for its accuracy.0 -
There's only one thing you need to do, well 2 actually. First ignore the ticket/letter and anything that follows. 2nd go to and look at 90% of the posts here, we have not yet had one which has resulted in anything more than silence after a few letters and (empty) threats. You wil get letters etc peppered with threats and dire warnings all preceded with MAYS, IFS and MIGHTS.
So to repeat
Ignore all letters
Don't contact
Don't phone
Don't acknowledge them
Don't text
Don't appeal.
Have I missed anything?I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0 -

And?Should they not have issued this at the time??
Doesnt make any difference really, as it's a scam.Is this genuine ?? Is it legal ?
No and no.Not quite sure what to do?
Ignore it and everything else they send you!0 -
Keep all the letters they have sent and will send. This company is known for digging up old cases, a few years old, in the hope of a default win.0

Some of these tin-pot scam companies certainly give themselves fancy names, don't they?
In the words of Jim Royle:- "Observices Parking Consultancy Limited. my ......"What part of "A whop bop-a-lu a whop bam boo" don't you understand?0 -
If you look on their website here :- parking control you will see quite a few errors on that page. Fore a start they say that parking charges are "legally enforceable" and they also talk about "fines"
Elsewhere on their website the "contact page" just gives a non-geographic phone number with no postal address at all.
Edit,
After a check at Companies House, here are their details:-
OBSERVICES PARKING CONSULTANCY LIMITED
THE STUDIO
ST NICHOLAS CLOSE
ELSTREE
HERTFORDSHIRE
WD6 3EW
Company No. 03182298What part of "A whop bop-a-lu a whop bam boo" don't you understand?0 -
You must pay immediately or you run the serious risk of losing your car, as they can legally clamp and actually lift it and then send to auction - without having to tell you anything else!!!
If you doubt this, have a look on the website www.PCNS-are-legal-and-valid.co.uk.
The english legal system sometimes makes me mad!!!
The rest of the posts and threads on here are all wrong.0 -

BFG --- troll or loony - neither is funny.
Unlike police or council fines which if based on valid local bylaws or control orders (not always so), have legal validity - and which at least have a clear and valid appeal route, this is AT MOST an attempt to enforce an ALLEGED **CIVIL CONTRACT** with the driver. This COULD be enforced IF the "contract" is proven. This is almost impossible to do under most circumstances. It's a CIVIL matter and no-one can take your car.
Everything else that it is claimed might happen is nonsense.

for confirmation of this and several knowledgeable helpers if you need it.Under no circumstances may any part of my postings be used, quoted, repeated, transferred or published by any third party in ANY medium outside of this website without express written permission. Thank you.0 -

Why, it's almost as if you've read the sticky on this board....if only more people could follow your excellent example.0 -
So in summary PCNs are indeed legal.0
