Can anyone tell me what they call the little bags they put in boxes ie electrical items, i would imagine to keep them moist.

Silica gel is poisonous - I think it's been phased out with a less toxic alternative-but dont quote me on that
They are actually hydroscopic - in that they absorb moisture - not to keep things moist.
It is true that moisture does help reduce static - but for general day to day use of domestic or general office equipment I wouldn't have thought that static would be that much of an issue. (Computer server rooms or large print rooms have they're humidity levels controlled to reduce static).0
