    The OP is only in danger of getting hypothermia if his own body temperature drops - if he dresses appropriately, is healthy and has good circulation he will be fine! Many properties benefit more than you would imagine from the insulation and heating provided by their neighbours. My flat never seems to fall below 12C, our (unheated) corridor is less than 8C and outside ... presumably minus something! :p
