Why have you not got your heating on? You do realise that you are in DANGER of getting Hypothermia don't you???????. Your health is more important than the state of your b....y boiler and pipes Stokefan!
The OP is only in danger of getting hypothermia if his own body temperature drops - if he dresses appropriately, is healthy and has good circulation he will be fine! Many properties benefit more than you would imagine from the insulation and heating provided by their neighbours. My flat never seems to fall below 12C, our (unheated) corridor is less than 8C and outside ... presumably minus something!
