DVD Burning Problems

Ladies and Gents, yet more computer problems.
I have been attempting to burn a DVD, from a MPEG file..
Having seen it reccomended several time on here, I downloaded.. and paid for.. a copy of Nero 7.
Having spent yesterday tearing my hair out.. installing, re-installing, changing drivers.. changing firmware in the DVD, this morning I think I know why it is failing to burn..
I am using a Samsung TS H552U drive on version 6 Firmware (one back form latest)
Using DVD-R discs that claim to have 8 X write speed @ 4.7GB
Nero only recognises a disc capacity of 1,396Mb
so when I ask it to do best fit to disc it sizes the files to large to burn on to it.
where has the rest of the DVD capacity gone?
any ideas please..
