Vanquis - over limit question

in Credit cards
Hi,
I have both a vanquis card and an aqua card, i have a question about statements.
ok, i hope i can explain this so its understandable.
I have had my vanquis card now for 4 months, each time they send me a statement they have already charged the card with what ever is due, so this month for instance limit was 250, had spent 230 they charged my card with 21.00 putting it over the limit, and the statement said we had to pay 21.00 by x date.
Aqua, now had for 2 months, limit 250, balance 200, statement came through we had to pay 11.00 by x date, they had not charged the card with the 11.00 on the statement date, but charged it on the due date.
the vanquis card seems to charge you the statement amount as soon as the statement is issued, thus if you are near to the limit it puts you over and then i get a 12.00 over limit charge, the aqua card seems to charge us whats due on the due date not before, thus giving us a chance to pay whats owed and not go over the limit.
i hope that makes sense ?
my question is, is it normal to charge a card when the statement is issued ? or when the due date is ? iam sorry if this seems like a daft question but being a virgin to credit cards iam unsure lol
Obviously i know the solution is to either pay in full or keep 50 quid free on the card incase this happens again.
whats your take on this ?

Some cards will not charge if you temporarily go over the limit during the month by a small amount but are under by time payment due and statement printed.
Most are more stricter now and will charge an overlimit fee as soon as an account goes over - even if it is cleared the next day, and the account is well under limit by due date.
Sometimes a phone call can do the trick and you can get this fee refunded.
Depends on the card company and often on how politely you talk to customer services.0
