Oyster card and National Rail (London)

I thought being able to use Oyster card on London Rail (January 2nd 2010) would lead to savings but according to the National Rail Website-Oyster Card it will probably lead to greater cost when travelling in the evening:

As far as I can see - The cheap day return ticket is being withdrawn and the Oyster Card will take travel between 16.00 and 19.00 as a peak journey.

This, as far as I can tell, means that anyone who travels into London early evening for a night out and return later that night will be hit by a fare which is substantially more than it was before the Oyster Card introduction.

Have I missed something or is this a sneaky rip-off?

    Thameslink or First Capital Connect had already decided that 4-7pm was peak times, so perhaps an extension of this across London. Your fare on PAYG will still be capped at a travelcard rate.

    A bit off the subject, sorry.
    But does any one know if you can buy an Oyster card at London Liverpool Street station? We are travelling there on Monday, so I think as it is the Christmas period, it is too late to have one posted to us.
