Car insurance whiplash claim, no damage or witnesses

Hi,
My partner rolled into the back of somebodies car the other day in slow moving traffic. Both her and the other person got out of their cars to see that there was no damage caused. The other person was fine and said that it didn't matter as there was no damage etc, so they both went on their way.
The police were not called to report the incident and their were no witnesses.
Since then she has just received a form from the other persons insurnace company claiming for Whiplash, costs incured for time off work and other expenses. Now how I see it is if the incident is not reported and their are no witnesses, how can they prove that she was involved?
If she writes back to the other persons insurance company and denies all knowledge of the incident can the claim persist? There is no supporting evidence except that he has her registration number, which he could have picked at random from any person in the world.

If she denies all knowledge she will get all she deserves!
Just report what happened and pass the letter (and any others you get) on to your insurer (unanswered) to deal with.0 -

You do have to report it, as the other party will be able to describe the driver but as said above leave the insurance company to sort it out.Whoa! This image violates our terms of use and has been removed from view0 -
I would ask the Insurance company for a copy of the estimate for damages to the car your wife hit, If they can not supply a copy, I would inquire how the driver could have sustained injuries if the was no physical damage to the bodywork of the vehicle.ANURADHA KOIRALA ??? go on throw it in google.0
