    You most likely don't need a repair man, your thermostat is probably just not caliberated very well.

    They are often a fairly crude dial with a very basic thermostatic switch and no actual thermometer. Buy a thermometer and check the temperature, then use a marker pen to mark the correct temperature on the thermostat dial.

    Just because the stat says 20C doesn't mean it is, it might be 25C doesn't mean anything is broken, just that your stat reads cold. Same as most people's speedometers read under, and electric ovens vary.

    Buy a thermometer and treat the stat like a high/med/low switch.

    Or buy a more high tech digital programable thermostat......
