Leasehold - who pays for painting windows?

My lease says the cost of 'exterior decoration' is split between the owners of the ground and first floor flats. The facade will be painted early in the new year. My flat on the ground floor has UPVC windows requiring no maintenance whereas the other flat has wooden windows in a bad state of repair. The owner of the first floor flat is also the freeholder of the building and he says I have to pay half the costs of painting the exterior of his windows - is this correct?

It may be in the lease but seems a bit unfair since it is down to his lack of maintaining the windows and you will get no benefit from it.
Perhaps if there is something you want done, see if you can negotiate that in somehow.
Maybe it is time to enfranchise yourself?0
