TalkTalk Line Trip

My mother who is with TT, has had this problem with her phone now for coming up to 4 weeks! Tried all the things they suggest, different phones, but still having this ongoing problem. They say that the Line is fine, so want to send an engineer out to see where the problem lies. But if they find the problem inside she gets charged from £140. Is it more likely that this problem is coming from outside as there was BT engineers outside her property about a month ago doing maintenance work, but nothing to do with my mothers problem. Any advice please as her phone rings once then cuts off. Thanks.

Does she have a master socket with a detachable front and a test socket? Does she have the problem with the phone plugged into the test socket and the detachable front plate not connected to the test socket? [This is the NTE5 master socket]

If connecting the phone this way removes the problem, it is an issue with her own wiring, but if the problem stays, then it is TT's responsibility.
