Double glazing

We are currently saving to put double glazing in our flat.
My brother in law works for a DG company and he will do the work for us so saving a small fortune.
But as it wont be done by a FENSA company we will need to get someone in to check it is all ok.
Could someone point me in the right direction as I seem to find it hard to find helpful information regarding which council department we need to contact.
I have seen some sites say I need to get planning permission and some sites say site not needed it just needs to be inspected after its installed.

Any help would be great

we live in a flat and paid for our own
double glazing its an ex council flat.Its
a mix here of privatly owned and council
tennants.
We never got anyone in to check ours,
just got them fitted like some of our other
neighbours near us.
It was either basic cheaper quality
windows fitted by the council or buy our own
decent quality ones,no ones going to come
out and inspect what you have had fitted
they will be just made up they dont have to
pay for them.We had all ours fitted with
fire escape hinges,air vents,top and bottom
openings.I look on it that in the event of a
fire we can get out what ever room we are in.

You need to contact Building Control (at my Council it's part of the 'Highways, Properties and Works' Dept, but might be different in your case - ring the Council and ask them.
They'll have to inspect and you'll have to pay them a fee. IMO it makes sense to go and talk to them beforehand so that you're sure that whatever your Brother in Law is fitting will pass regs without any remedial work having to be done.
Whether you need Planning or not will depend on a whole variety of things (is it listed? is it in a conservation area? What kind of windows are you fitting? etc etc). Again, I'd contact planning and ask them. You're unlikely to get a definitve answer on a forum like this.
rosekitten: of course you can do it without either FENSA or building regs. Problems might arise either a) if the council take enforcement action (unlikely TBH) or b) when you come to sell, at which stage the buyer's solicitor will ask for either a FENSA cert or a buidling regs cert.0
