Euro Car Park fines and staff of stores

Hi all,
My better half got a "PCN" from Euro Car Parks today after working a full shift at the store who shares the carpark on a retail park. All the other staff park in it, and shes never been given a permit or suchlike. Unfortuanlty she only noticed after the other staff had gone, so could not ask if they had permits and is now very worried. If it was me, I'd be happy with the ignore it advice but she's not
She's worked there a while, but only normally works evenings, once the vultures have knocked off.
Question is, does anyone know if permits or suchlike get issued by employers using carparks managed by these muppets?? Or would they listen to an appeal from a member of staff who need to park there for long periods.
Her employers are flipping useless, so I would not be surprised if they'd "forgotten" to get her a permit or pass.
