Roof valleys quote-London- fair quote?

After the recent driving rains, I discovered water entering my property which has caused a wet patch (1m diameter) on the top part of newly skimmed wall. It appears to be slowly drying out and not getting worse.
Have had several people in to look, not one of them has actually used a ladder to climb onto the roof but they have gone into my dark loft with a torch.
Person 1: You have a cracked tile and all the felt has come off the inside of roof. Need to retile roof 5m back and new felt (£500)
Person 2: Went into loft and said no felt is hanging down and the roof is dry, work too small for us, don't let people rip you off.
Person 3: Reputable roofing company, looked in loft said it was dry could not see any daylight. Stood far back in the road and noticed I have no roof valleys (£480 + VAT + lead if needed)
Person 4: Roofer neighbour - valley problem -need 2 new valleys quote £450 incl parts and labour also went in loft and saw small hall in felt where the water entered directly above the wet patch.
I don't understand why people stil continue to lie and try to scam people if they think they can get away with it. My advise is to go not necessarily with the cheapest quote but the most trusted person.
Yes, I'm going with person 4, but is this quote fair? It's an Edwardian 3 bed end of terrace.
