eBay scam?

I sold a camera (in full working order) on eBay. The buyer claimed it arrived faulty
The case went to PayPal Resolution Centre - they say the buyer is right and should return the camera, after which I'll get my money (less their fees) back.
What's to stop the buyer telling a lie about damage?
Why won't PayPal give reasons for their decision?
Have I been conned by the buyer, eBay or both?

It's not unreasonable to ask PP for proof of the problem. Do this by phone, not email - you don't want to give them the chance to stall you.My TV is broken!

Edit: refunded £515 for TV 1.5 years out of warranty - thank you Sale of Goods Act! :j0
