Old Life Policies

My grandad passed away a month ago and my dad is currently sorting his affairs.
He has found 2 old certificates from a life insurance company. He has managed to trace the companies that took them over and has sent them a letter and the original certificate.
They have replied saying something along the lines of "they are only obliged to keep records for 6 (?) years and they cannot be sure that they have not paid this policy out".
(something like that, i am awaiting my dad to send the letter to me and I will repost with the actual words).
They have denied the claim.
My mum tells me that the insurance man used to come every week and was always paid. Even during the war when money was scarce etc it was paid.
The reason sounds sloppy to me, can anyone help?
Do I exhaust their complaint procedures? Goto the FSA etc?

You have no other choice but to do this.Goto the FSA etc?
waste of time. They do not handle complaints of this nature and would just forward your letter back to the provider.I am an Independent Financial Adviser (IFA).
