Hi hatfull1882 - can't quite get my head around your post
Is the letter that demands £2,100 actually from EDF, and if so is it addressed to you or the developer? - If it's to you, you are entitled to a detailed bill that sets out the Start & End meter readings, dates and the various tariff calculations that would have applied over this time.

If you don't have access to your meter maybe EDF don't either, and if their attempts to read the meter have been frustrated, the back-billing rules won't apply.

You really must get access to your meter - It's almost beyond the realms of reason that every tenant in the building has the same problem as you, so have a word with all the others to see if they know where the meters are located. If you, (and they), are then still stuck, WRITE to the management company advising them that you will withhold payment of management charges until you are given the location and free access to your meter

Once you can see the meter, check that it's number matches the one on your bill, and check that it's current reading is in line with the End Reading on your bill

.... Our developer forwarded us our bill today and I wanted to seek any information before we respond...
Why did the developer receive your bill?

If the bill is in the name of the developer, it is his bill!
If the bill is in your name, why was it delivered to the developer's address?
...Can we demand access to our meter? and would anyone know if this should be from the developer or our energy supplier? ...
The supplier can demand access to the account holder's meter.
If you are the account holder, you are under an obligation to provide access if requested.
